According to the comments in index.lasso of the demo files:

// From now on, all includes are handled by the $nav object.

// PART 1 - Handle what happened on the page we came from. This
is specified by the action path.
// If no action path is specified by the -action parameter,
nothing happens here.

// First load the configuration for the action path
$nav -> include('actionconfig');
// Now execute the application logics for the action path
$nav -> include('action');

Then in nav.inc comments:

2007-01-23 JS ->include: 'config' checks if the same config
has already run as actionconfig and won't run again in that case

Further down, line 1281:

define_tag: 'include', -description='Includes any of the
files for the current path, fails silently if file does not
exist. \n\
Parameters:\n\
-file (required) lib, act, cnt, cfg, actcfg or
library, action, config, actionconfig, content, or any arbitrary filename',
-required='file',
-optional='path';
